Fishing vessels owned by small fishermen in Ternate City, West Halmahera Regency, and South Halmahera Regency were measured by the Class II Ternate KSOP as a condition for obtaining the Pas Kecil and TDKP documents.

The KKP guarantees and prioritizes small fishermen, including North Maluku fishermen who enter WPP 715, to get a fish catch quota in a measurable catch policy. It is known that there are 2.22 million small fishermen throughout Indonesia with a projected economic turnover of IDR 61.4 trillion/per year
Dozens of small fishermen in the Sangaji sub-district and Kampung Makassar Timur sub-district, Ternate City, North Maluku, gathered at their respective boat berths. Pas Kecil is a Ship's Nationality Certificate intended for ships measuring less than 7 GT, most of which are traditional boats and fishing boats which are numerous in North Maluku.
The preparation of this document is actually to welcome the plan to implement the Ministry of Maritime Affairs and Fisheries (KKP) policy in the form of quota-based measurable fishing as a sustainable capture fisheries management that balances the economy and ecology.
“For this plan, small fishermen must be prepared. One of them is by making a Small Pass document as well as a Fishing Vessel Registration Certificate (TDKP) which are managed at PTSP North Maluk Province," explained Marwan Adam Governance Officer of the Indonesian Fisheries and Society (MDPI), an institution that facilitates fishermen in measuring fishing gear.
MDPI together with the Ternate Class II Port Authority and Port Authority (KSOP) measured boats owned by small fishermen in Sangaji Village, Makasar and Hiri Villages in Ternate City, as well as Sidangoli, West Halmahera and Kayoa, South Halmahera belonging to fair trade fishermen assisted by MDPI . This includes not being fair trade fishermen but selling their catch to collectors of fair trade fish catches.
"The number of boats measured by Ternate KSOP officers was 42 units owned by tuna fishermen in Kampung Makassar Village and Sangji Village," explained Marwan. These fishermen sell their fish to the Mitra Tuna Mandiri fish factory which is then exported to America.
MDPI's assistance program for small fishermen using hand line includes registration and registration of vessels for vessel legality requirements.

MSC is a London-based international non-profit organization that sets globally recognized science-based standards for sustainable fishing practices and traceability of seafood with the MSC ecolabel and certification program.
“If these small fishermen do not have boat legality, then their catch, especially tuna, cannot be sold to the company and will definitely be rejected. Because the fish products are for export, which requires the origin of the fish and must have an eco-label," he explained.
Meanwhile, M Fahmi, a measuring expert from KSOP Class II Ternate, said that the Pas Kecil document also makes it easier for fishermen to access capital, such as soft loans with low interest to banks. This small pass document is valid for one year and can be extended without changing the letter.
Abdullah Usman, a fisherman from the Sangaji Village, admits that the Pas Kecil document makes it easier for him to access capital from a bank. "It is proven that I applied for a loan of IDR 50 million supported by my small passport documents. Management is easy and fast. It only took three days for the loan to come out,” he said.
This ship measurement activity received appreciation from the fishermen. Idhar Ma'rus, one of the fishermen from the Sangaji Village, said he was happy and grateful to MDPI for helping to measure the boat and arrange the documents. We don't bother with it anymore, we immediately receive the letters and documents," said Idhar.
For your information, the measured fishing policy will be implemented in six zones in 11 Indonesian Fisheries Management Areas (WPPNRI). Including WPP 715 which covers the North Maluku sea area.
The Director General of Capture Fisheries at the KKP, Muhammad Zaini, quoted from the KKP's official website, emphasized that local fishermen are small fishermen who live in fishing zones measured according to their Identity Cards (KTP). The fishing quota for small fishermen will be prioritized. In this case the government allocates a quota for small fishermen first, then for non-commercial purposes, and the remaining quota is offered to business entities and cooperatives.
"The government guarantees that small fishermen will definitely get a quota. If someone says you can't, this is not true. The calculation of the quota in each zone is based on the results of the recommendation from the National Commission for the Assessment of Fish Resources (Komnas Kajiskan). This recommendation is one of the KKP's considerations for setting fishing quotas," he explained.
Zaini also explained that small fishermen in measured fishing zones would not be collected from non-tax state revenue (PNBP). Small fishermen are encouraged to join cooperatives so that fishing business institutions are stronger and more competitive. This is in line with the mandate of Law Number 7 of 2016 concerning the Protection and Empowerment of Fishermen, Fish Farmers and Salt Farmers.
From the quota for small fishermen, we project that the economic turnover can reach IDR 61.4 trillion/year. Small fishermen also have the opportunity to become crew members of industrial-scale fishing vessels, resulting in an increase in income," he said.
